What fish i can take from the ocean?????

Ok so I might buy this 220 gallon pentagon salt water tank with sand substrate.. and I went to the beach and this guy caught some common stingray about 20 inches from the tip to tail and I was wondering if thats legal to take home and if so how hot of water can they live in?
